Performance Monitoring and Accountability (PMA2020) is a multi-country research project led by the Bill & Melinda Gates Institute for Population and Reproductive Health at Johns Hopkins Bloomberg School of Public Health that uses innovative mobile technology to track FP2020 indicators, strengthen national M&E systems, and provide prorgrammatic feedback to family planning, maternal/newborn health, primary health care, and other health stakeholders.
Program countries include: Ghana, DR Congo (Kinshasa and Kongo Central), Ethiopia, Kenya, Uganda, Nigeria, Niger, Burkina Faso, Indonesia, India (Rajasthan), and Cote d'Ivoire.
The project is implemented by in-country university and research organizations, deploying a cadre of female resident enumerators trained in mobile-assisted data collection. PMA2020 establishes a data collection platform that transforms the way health survey data is collected--- a platform that may be utilized for monitoring a range of health program areas in the future.
The PMA Program Officer will provide administration, coordination, and technical assistance to PMA research and innovation activities in Baltimore and program countries. The Program Officer will provide day-to-day support and coordinate the technical and logistical contributions for project countries for methodological advances and innovations from Baltimore headquarters to survey data collection being implemented by univiersities/research institutes based in project countries. This position is a fully remote position.
Major responsibilites include assisting with research plan development, including IRB applications, work plan development for local implementing partners, coordinating and facilitating fieldwork trainings and data collection, conducting data management as needed, and participating in data analysis and technical reports writing. Upon the development of work plans, the Program Officer will be responsible for tracking program progress against a set of goals. The Program Officer will work closely with PMA staff and faculty advisors involved in the project, especially PMA program officers who are the main point of contact for selected countries to ensure coordination of all PMA activites in the countries. They will also work closely with the Business Development Officer for budget development and management of any relevant sub agreements.
The PMA Program Officer will report to Yoonjoung Choi, Deputy Director of PMA2020, and may be supported by student research assistants.
+ Master's degree in public health or social science related discipline.
+ Three years of related experience in survey design, implementation, and report generation, preferably in developing countries.
+ Experience working with international donors and foundations.
+ Advanced proficiency in statistical analysis programs, preferably Stata.
+ Publications in survey research, including mobile phone surveys.
+ French or other program country language skills.
+ Experience in data management and advanced statistical analysis.
+ Experience in mobile phone survey design and implementation.
+ Experience working in an academic or research environment.
+ Overseas work experience, especially in Africa and Asia.
+ Must be a fast learner with independent problem solving ability and strong communication and writing skills.
+ Willingness and ability to travel domestically and internationally up to 20%.
