Project Description

Performance Monitoring and Accountability (PMA2020) is a multi-country research project led by the Bill & Melinda Gates Institute for Population and Reproductive Health at Johns Hopkins Bloomberg School of Public Health that uses innovative mobile technology to track FP2020 indicators, strengthen national M&E systems, and provide programmatic feedback to family planning, maternal/newborn health, WASH, primary health care, and other health stakeholders. 
Program countries include: Ghana, DR Congo (Kinshasa and Kongo Central), Ethiopia, Kenya, Uganda, Nigeria, Niger, Burkina Faso, Indonesia, India (Rajasthan) and Cote D'Ivoire.
The project is implemented by in-country university and research organizations, deploying a cadre of female resident enumerators trained in mobile-assisted data collection. PMA2020 establishes a data collection platform that transforms the way health survey data is collected--- a platform that may be utilized for monitoring a range of health program areas in the future. 

Position Description

PMA2020 is seeking a full-time research data manager to support data management and programming activities across all project countries and in Baltimore. The Research Data Manager will provide technical assistance and management over an international data management team. The Research Data Manager will be primarily responsible for the management of the data release process for all PMA countries, oversight of the expansion of the PMA data visualization platform, and as a lead for other data analysis efforts. The Research Data Manger will be expected to work with a high degree of independence and will report to PMA2020's Associate Director of Rsearch.

Specific tasks that the Research Data Manager will be responsible for include:
+ Training and supervising data management staff and research assistants
+ Developing and managing data documentation and materials for publicly released data
+ Leading analyses for reports, data briefs, and auxiliary publications for new topic modules
+ Leading or assisting with the development of peer-reviewed journal manuscripts
+ Working on analyses with project partners and affiliates
+ Defining and producing indicators for a data visualization platform
+ Development and management of training materials for staff
+ Coordination and training of country partner technical staff


Bachelor's degree in related discipline
+ Three years of related experience 

Preferred Qualifications

+ Master's in public health or realted field
Advanced Stata skills, primarily for data management
+ Willing to travel internaitonally up to 30% of the time
Ability to self-manage tasks and timelines while working in a team environment
Ability to execute assignments with a short turnaround time
+ Ability to manage multiple activities, deadlines, and priorities simultaneously
+ Experience in speaking and writing technical/scientific French
+ Additional statistical software package experience a plus
+ Experience with ODK
+ Proficiency with ArcGIS or related program
+ Management of personnel or students
+ Experience with conducting trainings or teaching experience 
+ Profiency in French or other project country languages
