Performance Monitoring and Accountability 2020 (PMA2020) is a multi-country research project led by the Bill and Melinda Gates Institute for Population Health at the Johns Hopkins Bloomberg School of Public Health, Department of Population, Family and Reproductive Health and is implemented by local university and research organizations in Africa and Asia. PMA2020 uses innovative mobile technology to track FP2020 indicators, strengthen national M&E systems, and provide community and programmatic feedback to family planning stakeholders. Household and health facility surveys are conducted by a cadre of female resident enumerators and results are disseminated around six weeks after the data collection is completed.
The Senior Biostatistician will provide oversight to the array of data collection and management activities for PMA2020 and related projects and will assist in the planning, execution, and refinements of mobile-assisted surveys being implemented in 11 countries in Africa and Asia.
Countries include: Ghana, Ethiopia, Uganda, Kenya, DR Congo, Burkina Faso, Nigeria, India (Rajasthan), Indonesia, Niger, and Cote d’Ivoire.
Oversight for Data Management:The Senior Biostatistician will provide technical oversight and direction for PMA2020 data management activities and manage a team of data managers. She/he will also provide overall management and supportive supervision to in-country data management teams across all partner institutions. Data management activities for PMA include, but not limited to, assisting with training and skills-building in data collection, cleaning, storage, quality-assurance, analysis, and feedback to fieldworkers. The Senior Biostatistician will be responsible for ensuring timelines are met and the quality of PMA2020 data are upheld across all PMA associated activities.
Management: The Senior Biostatistician will supervise and manage three to four Research Data Managers as well as part-time student Research Assistants.
Data Release: The Senior Biostatistician will ensure the timely release of cleaned and standardized datasets, including codebooks, user notes, and additional documentation in collaboration with the data management team. She/he will also ensure that estimates from data are populated into PMA related tools and dashboards.
Training The Senior Biostatistician will assist in supervisor and enumerator training for assisted countries as needed, including preparation and refinements of training materials as needed.
Data Analysis:The Senior Biostatistician will Analyze data and generate statistics for indicator briefs and detailed reports. As time and resources permit, the Senior Biostatistician may conduct further analysis of data in collaboration with country partner researchers.
Capacity Building: The Senior Biostatistician will provide technical oversight and direction for data management capcacity building in PMA2020 partner institues. Technical sustainability is a main priority for PMA2020 and related projects, and, in close consultation with the PMA leadership team, she/he will develop crosscutting objectives and plans across 11 countries as well as country-specific objectives and plans in select partners such as PMA2020 regional hubs.
In addition, the Senior Biostatistician will be called on to:
Contribute to survey design, including modifications to existing protocols as well as developing new survey modules.
Represent the PMA2020 in meetings with stakeholders at the country-level as well as internationally, including sharing information on design, execution, lessons, and results flowing from the project.
Carry out other duties within the scope of research, analysis, and program management, as assigned by the Project Director.
Position may require international travel (20-30%) to survey research sites in Africa and Asia in addition to periodic domestic travel for program planning and representation.
The Senior Biostatistician will report to the PMA2020 Project Director.
+ Knowledge and experience in family planning programs is a plus.
